D&D 3E/3.5 3.5 D&D wildling clasp

In D&D 3.5 (not Pathfinder), can a wilding clasp be used on a ring, gloves, boots, or other things that go on the hands or feet? I have seen dogs wearing doggy gloves and boots before, and you COULD get a ring on one of their toes (if they put up with it), but I can't find any official explanation of the relevant rule(s).
