    New metamagic feats

    Breaching Spell
    Benefit: You gain a +10 bonus to checks to beat spell resistance
    Special: A breaching spell takes up a slot 3 levels higher than normal

    Luring Spell
    Benefit: The target suffers a -10 penalty on any saving throws versus the spell
    Special : A luring spell takes up a slot 3 levels higher than normal

    Does the spell slot level increase sound reasonable or no?

    Breaching spell is probably reasonable, but compare the advantage obtained from Luring Spell with the advantage of a Heightened Spell.

    Luring spell could easily be used in 3.X to make a spell all but impossible to save against, which is already a huge problem in 3.X in that saving throw DC generally outstrips saving throw bonuses, forcing you to make use of a 'Christmas Tree' and a suite of immunities (freedom of action, death ward, heroes feast, etc.) or basically just suck and die.

    How about -1 penalty per 4 levels (to a max of -5 at 20)? Also what do you mean by Christmas tree?

    I don't understand. Basically, I think anything above +1 effective DC per 1 increase in spell level (the way Heighten Spell works) is going to be broken.

    Also what do you mean by Christmas tree?
    The 'Christmas' tree refers to a somewhat standard list of ability boosting and protection items that every character of every class wants to obtain in 3.X - amulet of health/belt of health, cloak of protection, gloves of dexterity, etc. The exact list and its permutations escapes me, but I'm sure someone with CharOp skills who plays RAW 3.X could explain it to you if you wanted the details.
