No. He's playing Dominic Cummings, the political strategist who directed the “Vote to Leave” campaign that prevailed when the referendum was held in the summer of 2016. One of those very important people that the public knows nothing about.
The film is apparently not about the negotiations and act of leaving, it is about the campaign around the referendum a couple years back now.

It may be the Antropologist in me but the subject matter -Use of data analytics and social media to manipulate public opinion - does seem fascinating
It is certainly relevant to the world we live in now, no question about it.
