    What the attributes mean

In NOW, there's a table that gives some descriptions of what STR, AGI, LOG, and REP represent at each dice level - example, 2d6 is "average". Is there a table out there somewhere that has all the attributes so described?

Not all of them. But 4 is Hunan adult average and 12 is human Olympic/genius/peak performance level.
