DnD 3.5e Magic Creator

Are there any utilities which help a GM make new magic items? I just poked through Twin Roses Campaign Suite demo version, and didn't see anything.

PCGen allows for custom magic item creation. If you go into the 'Inventory' tab and right click on any item, you can then customize it. Remember though, you first have to add masterwork first, then at least a +1 before you can add any other special abilities (flaming, keen, bane, etc.).
