Broken Magic Items ("Broken" = smashed, torn, destroyed)

What happens to a magic item that is broken or destroyed? Is it still magical? (Say a broken sword or a torn haversack.) What happens when a mage uses mending or make whole to repair the item? Does it "get back" all its magical properties?

It costs half as much (both GP and XP) to repair a "destroyed" magic item as it would have taken to build it; you have to have the proper crafting feat.

And your GM has to agree that there's enough of the item left to repair. If it got disintegrated, well ... it's time to stop thinking "repair", and start thinking "replace" ...

I'll just point out that this is stated in each individual item creation feat (in the 3.0 PHB). In addition, it says you can fix a magic item "...if it is one you could make." Therefore, you also need to satisfy all the prerequisites and the caster level.
