WotBS: Monster's roles and powers

I've noticed that there are several monsters that although they have the stats for a particular role they lack powers from it's role and instead have powers from another role.
They sometimes have different damages as well.

I was going to post this as an errata of the first module, but this is something I saw in all three modules so far.

What's the reason for this?
