Can a character hold an implement in each hand and gain the abilities from each, even if he only gets the numerical bonus from one of them?

Likewise, can a character hold a one-handed weapon in each hand and gain the abilities from both?

The way I understand it, a player can hold an implement or weapon in each hand and get the static abilities from each. However, he can only use an item power if he is specifically using that weapon. And you can only hold an off-hand weapon in the off-hand slot.

Any properties that do not apply to powers used with said implement will apply with both implements. This is perfectly acceptable. Implements that have properties that must be used with a power, critical hit bonus damage, enhancement bonuses, however, can only be used from the implement you're actually channeling the power through.

Yes, with the added caveat that one of those weapons must have the off-hand property. Implements do not have this restriction.
