So, I'm assuming the author can't say "Eberron", but does this artificer properly fill the same role in Eberron?

Probably depends on the table. At the very least, the runic golemancer archetype could possibly be related to the same field of magical study that gave birth to the warforged, and the lore of Eberron is heavy on how much symbols and glyphs can change the world.

Fair enough. How about modifying magic items on a temporary basis; is that possible?
