If they can live in any kind of water, yes. But if they’re exclusive to flowing fresh water, then “fluvius” for the species name. If they can be found in lakes and ponds, then “lacus” or “lacuna” would also work.

Well, a straight translation of garden gnome would be Gnomus hortus.
