"Radical" like 90's Street Sharks radical or "radical" like violent extremists bent on destroying all of mankind radical?
Technically speaking, Wish doesn't cover the creation of life without DM approval. It can only duplicate existing spells and a few other expressly outlined things. To create life you'd need the divine salient ability "Divine Creation" and essentially requires you to be a "16th-level" god, with some other feat prerequs too:

Not sure if you could bypass the rest requirement, but since a CR 1, 1HD creature (like a human) would only require 10 minutes of rest, you could create 48 of them and only have to rest for 8 hours. Although you may run into the 1600lbs limit unless you're creating small creatures or babies. (none of them could weigh more than ~33lbs, so 3-5 year-olds at the most).
You could also use the Epic Spell rules using Origin of Species: Achaierai as a guide to create a living creature, and then put
that on an amulet. It's gonna cost ya though.
Alternatively, if you're looking to simply
alter existing life into your designated creature, you'd just need to use Polymorph Any Object as your chosen spell. Then just make a lot of them (Chain Spell anyone? though that would make it an 11th level spell, not sure how that works in item creation) and let "nature" take its course.
