I think Raiyek would still act on his initiative but under the beholder's control, but it's been a while since I've dealt with domination in 4e.
Also, I think the beholder would take damage from divine sanction for attacking Lerrick, right? Not sure if you caught that or not.

Just looked up domination.
* You are dazed. (Grant CA, only one action on your turn, no immediate or opportunity actions, can't flank.)
* The dominator chooses your action, but can only make you use at-will powers.
