Decent. I asked one of the people doing the previews how he differed form a normal pit fiend. And his CR was brought up.

I was impressed I thought he would be CR 21 or 22. But he is still on the Level of an Archduke.
He is CR 25, because one of his legendary actions is to summom an ice devil, that can in turn summon other devils. He can literally sit back and create an army.

Learned a bit more. An image of him is in the adventure, showing him bound. So I am guessing that after Zariel defeated him, she imprisoned him instead of killing him to prevent him from just respawning in the Abyss.

If you are talking about Kostchtchtie, then I say that is the perfect punishment for him.

My old DM had a magazine series (dragon, maybe?), and one of the issues had an article on him, and he basically sounded like the Demon Lord of Misogyny and Domestic Abuse. And frost giants.

Of all the demon articles in that series, he stood out as the most unpleasant of the entire lot.

Unpleasant is one of the best words for Kostchtchie. Heck when he was first described this was the first sentence about him.

"Kostchtchie is a powerful demon lord so hateful that he is disliked even by all the rest of his kind."

Heck a chunk of his lore was that he does not even consider himself a Demon but a Frost Giant. (Even though he was originally human.)
