In search of monster goals during combat other than attacking the PCs.

I'm writing an encounter that takes place in a city. A group of monsters arrive to attack the PCs, but there's enough of the monsters that not all of them need to engage in combat. Others will run around, doing all sorts of mayhem. Here's a list of stuff I'm come up with so far:
  • Take hostages
  • Destroy property
  • Kill innocents
  • Loot businesses
  • Cast a summoning ritual
  • Set fires
  • Defile water sources
  • Attack livestock
  • Consume everything
  • Desecrate holy symbols
  • Dominate people
  • Eat corpses
  • Cause a stampede
  • Incite a riot
What other actions should these monsters take that don't directly involve attacking the PCs? I really want to focus on things that add to the chaos of the situation.

Engage in trickery: morph to appear like innocents, take the form of killed victims, mock people by pretending (badly) to be human (or whatever the protagonists are), cast illusions, etc.

A suffusion of yellow
Light fires
Divert rivers
Knock down walls
Cause Earthquakes
Take the Knee
Sing Battle Hymns
Summon Meteor Storms
Pillage the peasants
Topple Statues
General Brigandage
Run for President

If I did, forgive me if I'm accidentally repeating myself and not just recounting some imaginary post I answered in a dream.

Why are the monsters there and why are they attacking the PCs? Is there a reason why the fight is happening?
