    No. But I guess as a DM it would be your priviledge to allow it. My guideline would be: if it is a real spell, then yes. if it is an inherent ability that "resembles" a spell (and thus just use the spell as a shorthand), then no.

    I second, that thw fairy is way more resteicted: Spells need mental stats, flight needs light armor... So dex + one mental stat is more or less given. Although of course, a strength based fairy can still doff heavy armor and fly... but that is less useful.
