Since the Tabaxi claw has its own rule adding strength bonus, can one use it as an off-hand attack with the bonus when wielding a light weapon? How about the same with a finess weapon, since it is a natural weapon?

As a DM and player, I think multi-classing is a big trade-off and a choice you make when you build a character. Since neither class gets a spell slot at 1st level, why should either class get one? If you want a spell slot at second level, choose one class until third level.

I am confused about the summoning chambers on the library level. There are four chambers and five Wall inscriptions, the last of which goes from the Water chamber to the resting room.

Fighting with two weapons is very useful for Rogues - it gives you the option of using your sneak attack if you fail to hit with your first attack. This is different from the Fighting Style if that's what you meant though.
