    No. Howling Strike is not an MBA. It's a power that can be used in place of an MBA. There are powers that can be used as MBA's which it would apply to.

    RAW is that you choose your target before you make an attack. Twin Strike is 2 completely seperate attacks. So RAW would support being able to switch. Choose target, attack... Choose target, attack. Keyword there, SEPERATE attacks. TWO attacks. Choose targets before making an attack. I don't see...

    As said before, Combat Challenge is an immediate interrupt. You can only take one immediate action per round. Though even after that, the -2 still applies.

    You choose targets before rolling to hit for an attack. Twin Strike is 2 completely seperate attacks. Interpretation can go 2 ways. This actually comes up in RPGA quite a bit, and I've seen it ruled both ways.

    There's no official ruling on this. It's a DM call. I'd say you can switch targets, since there are 2 seperate attacks, and the order of making an attack is choosing a target then attacking. It has long been a debate.

    crit hits n' fumbles

    This adds a bit of slapstick humor that I don't think belongs in the game. A 1 is already an automatic miss, which can be devastating in itself. The other downside to this system is that it punishes classes with AoE powers and multiple attacks far more than others.

    You could, though keep in mind you'll still be using DEX for the ranged attacks even if it's a heavy thrown weapon. The powers clearly state dex for ranged, str for melee.

    All monk powers are implement powers now, so you don't get the proficiency bonus. However, the powers all attack NADs, so the loss of the proficiency doesn't hurt so much.

    A fighter can mark any enemy he attacks. A paladin can only mark one at a time. These apply to their specific marks though.. Divine and Combat Challenge. They can place a generic mark on other targets with powers such as Misdirected Mark.
