    Digressing a bit, but 6e imposes disadvantage on all prone attacks. Which is dumb for crossbows. What's also dumb is that the goblin attacking you with a spear while you're prone gets Advantage, but the goblin attacking with a glaive does not. I'll do that one better: loading costs a reaction.

    What? Anyway, don't forget this one from the 2024 Free Rules: "The DM can also decide that circumstances grant Advantage or impose Disadvantage." Which implies that the entire Advantage list can be nullified by a DM-imposed Disadvantage.

    Yeah, it sounds like way too much discussion. Unless your players are into that sort of thing. Just make everyone roll, and the highest roll goes first. Then you go around the table, in the direction chosen by the lowest roller.

    You have to start by making a big deal of it at meetings. Get dramatic about how IMPOSSIBLY ANNOYING it is. Then subtly watch to see who gets the most enjoyment out of it. That person is your target.
