I'd buy a 4e system to handle running a domain or territory, but then I'm not sure that it'd be necessary to make a 4e version.

If I were to put PC's in this kind of situation, I would not kill them by choice. The conversion to CE option would be there, and any number of others. Ultimately, I'd let any reasonable attempt at a skill work. Combat would however, be futile against the Big Bad, if not outright impossible...

Define video game. ET for the 2600 was a video game. And no, 4E is not a poorly put together exercise in mindless tedium that frustrated thousands into tears. I also don't think it caused the producing company to bury truckloads of the product either.
