    Shouldn't they logically do better because they have magic and monsters? There's monsters that just exclusively exist to command earth and stone and a mage of limited competence can conjure them into being.

    They can still make other justifications than the default. Spell slots aside from the Jack Vance method could be something else. Personally, I never use the 'precasting' explanation the game pushes, and certainly not FR's 'weave'.

    Absolutely no one is saying 2 doesn't exist. Spell slots are a thing. Daily charges on items are a thing. There used to be others, but only magic gets to do things anymore, but they're still inarguably there.

    It's more like the game, being a game that has both an in and out of universe existence has both 1 and 2 and sometimes there's narrative justifications either explicit in the game or implicit for the player for 1.
