IIRC, I would guess that it's Terror T.R.A.X, the dodgy horror CD done by TSR. There was a werewolf one too...

I think a lot of writers are still feeling their way. D20 is really, really odd in some ways. Before the advent of the 3rd party D20 market, every D&D book was either written for a specific world (Realms, Dark Sun etc) or was pretty much pure rules (Player's Option, Complete Handbooks etc). Now...

It's d20 Modern. There's an appendix with some notes and basic core classes that let you get by with just D&D, though.

That figure of 20 million is probably including the cash raised from salvaging and selling downed enemy WarMeks. One of the design goals, apparently, was to encourage salvaging and careful tactics.
