I think the second level is a good place to communicate with whats left of the defenders, ghosts, survivors, intelligent magic.
If the players are the same race as the defenders maybe they will be asked for aid. Maybe the ghosts of some attackers are here too?

The tension is between the tactical analysis and the compassionate one.
The 500 are mostly non combatants and more of a drain than a benefit in the war. The money on the other hand is basically the cost of 500 suits of armor.

The problem with the various scale titles for ranks is that the 'order' of dragon types is likely unpopular or unknown to the actual dragons. For most dragons I think, their own type is the best and other dragon references in their army is just a challenge to their authority.

The issue of course it that we're talking about a work of _Fiction_. Nothing will make it safe from a really cool story that begins with your defenses failing. No rule, mechanic, or game element will remove it from play and danger.
