    Attacking..

    If a power has Weapon or Implement as a keyword in the descriptor than you add the bonuses granted from the weapon or implement. So being proficient in longsword doesn't help you hit wit Magic Missile, but it does help you hit with Cleave.

    Adding powers? It is already potentially better than every magic item listed. Suggested changes: The way you have it set-up currently a high level fighter could potentially do a total of 8000 hp of damage for a 100 hp loss.

    Here is a portion of a Power which effectively disarms: Hit: 2[W] + Strength modifier damage, and the target drops one weapon it is holding. You can choose to catch the dropped weapon in a free hand or have it land on the ground at your feet (in your square)

    Flanking for Hexes

    Just remember you are shorting yourself on all AoE's and flanking using hexes. Burst 1 = 9 squares but only 7 hexes. Holds true all the way up the line. Flanking on large+ creatures loses 1 per size category of options to flank from.

    I think you have it right, just don't include the +3 in the [W] portion of the formulas. The only thing I ever see them add to the [W] is stat mods anyway... Your power just doesn't include stat mods.
