Have you seen the savant class? That’s their entire gimmick, down to being explicitly inspired by RDJ’s Sherlock Holmes. :p But I think for most classes, it’s fair to assume that they’re already doing everything they can to succeed using their own abilities on a normal action.

I will also add that the very fact we’re having a conversation framed as “flight isn’t very strong as long as you take XYV steps to negate its advantages” suggests that flight actually is quite strong, all other things being equal.
