They are there, but they aren't clear. Leaving too much to the DM will lead to inconsistency, which is only a little better than not having rules for it at all.

Generally, whenever the WotC website auto-updates with new content, it is at midnight EST, which has come and gone. Stuff like the Character Builder and Compendium update in the middle of the day (between 11 am and 3 pm EST). I am willing to bet that is when we will see the playtest.
