    Ah, you're right. So if you aren't human, you're locked into Eldritch Blast + your pact-specific power (Hellish Rebuke in this case) as your at-will powers.

    I think you guys are thinking of Icy Terrain, which causes a target to fall prone on a successful hit. Freezing Cloud is just a damage roll with the spell having a duration of "until the end of your next turn."

    Freezing Cloud does not deal static ongoing damage, though. It's just a damage roll (1d8 + bonuses). There is no save. Could you post the page reference, though? (if you find it)

    That's determined by race, not pact. Pact determines one of the at-will powers you know. You're free to take one other (or two others, if human) from another pact, or the All at-will (Eldritch Blast). So an Infernal pact Warlock has to have Hellish Rebuke and can pick any others after that.

    My understanding is that it applies because it's a roll. Enhancement bonuses apply to "Attack and damage rolls." If it was "Wisdom modifier fire damage," then no, it wouldn't because it isn't a roll. If you roll, yes. No roll, no. I may be wrong and would be happy to be corrected if I am.
