Not really relevant here. Sandy was not involved in the CoC7e KS. As others have noted, it's unclear what this is really about, though. The only computer game I know about that he put up on KS didn't fund, so that can't be it. And his board games have all brought in much higher sums than this...

So you do mean it literally? The reason it's unclear is not the text itself, but the context. You have to take into account the preconceptions readers bring with them. I think a lot of roleplayers more or less automatically will assume that a "roll low" system works on the concept of "target...

Was Future World ever a fully realized setting? I remember it more as just a name tacked on to a list of sci-fi appropriate skills and equipment.

AFAIK Ringworld was the only sci-fi setting actually published by Chaosium. But there have been sci-fi games with clearly BRP-inspired rules from other publishers. The one I remember best was Other Suns from FGU.

Well, the edition didn't actually change then, but IIRC 2013 was when 4e almost completely dropped off the WotC production schedule.
