Playing the 5e version of Shelter from the Storm and upon entering Megadon I added a refugee camp at the "Toll Road" presuming that refugees would not be able to pay the 10 gp fee. The party wants the refugees to be able to pass without paying and are about to get into a fight with the toll guards.

Probably put too much thought into this but I figure coming out of Innenodotar, my players will look forward to some time in a town so I built out Cornerwood using Kobold Press Campaign Builder Cities and Towns.
