    Delta Green is nearly identical to CoC 7th edition and literally has a mechanic called Lethality. I would mention others but if you think DG is too streamlined, you won't be interested.

    For me a bad GM is inconsistent. Their application of the rules is unreliable, regardless of whether it's due to inexperience or insistence to stay on the plot. A bad player doesn't care about the fun of his fellow players, especially if called out about it. I suppose this applies to GMs too.

    My point is that roll under and roll over are not opposites. The probabilities may be the same, but the mechanics are fundamentally different. I don't think it makes a difference in a percentile system if you are modifying the roll or the range. Whether you focus on zero or the target number...
