At level 15, I wouldn't consider 3d8 damage to be much of anything. But removing an action is always useful.

There are already a few different Int based fighter subclasses. Having a single Cha based one is fine. Also, need a good bit more than a heal to be a true warlord.

You could definitely move Inspiring Surge to 7 (gant 1 attack or cantrip when you action surge). Bulwark to 10 (all allies affected by the same effect can reroll with +Cha bonus). And you got room for more at higher levels. Maybe even Conjure Dragon? Scaling mass healing word.

Assuming 2024 rules. Solder background (doesn't add much, but still +damage) Greatsword, (+some Tridents to throw) Beserker at 3 Great Weapon Master at 4. +2 Str at 8 Beserker's level 10 reaction. Barbarian's don't get much damage after that. So possibly take a level of Monk to bonus action...

That doesn't mesh well with the bard IMO. They already cover Cha Skills, and no one else has Str. If they had a Barbarian instead, i would agree.
