I ran a campaign once that started with all the PC's and a number of NPC's all arrested and imprisoned within a guard tower. The guards apologize for the inconvenience but explain that someone in the area is believed to be smuggling a very dangerous artifact towards a capital city, and the guards had to round up anyone looking suspicious in the area. The Magistrate was coming from another town and would be arriving within a few days to sort the mess out, and they'd all be let free except for the criminal. Guards were all level 1's 2's and the Chief was a level 4 Warrior NPCs. PC's were placed in cells containing up to 4 people, I put 2 PC's and some NPC's in each cell. There was some opportunity to chat and get to know each other, tell some backstories. A Rogue NPC who was a professional thief was not the smuggler, but was not willing to wait around for the Magistrate to identify him by his wanted poster, so he convinced the PC's to run a prison break. Another NPC, a teen cleric who had a secret to hide (he was a ware squirrel and was rather embarrassed about it), An Orc fighter who was simply pissed off and a Cleric of Pelor who was really the smuggler and a Chameleon PrC carrying a Talisman of the Sphere without fully knowing the destructive abilities of what he carried, all broke out alongside the PCs. Guards were killed or knocked out, the PC's retrieved their weapons, and the entire tower "accidentally" caught fire when a caster used a fire spell on the desk with all the paperwork the Chief Guard was sitting behind. They ran out into the wilderness, fugitives, and that started the campaign. Good times.
