Well keep in mind (regarding the text you have in spoiler there) that ctu thinks the threat that they need to worry about it over (they have the bomb, the mole, and the person they were trying to protect is no longer an issue. they think it's all wrapped up. there are still peace talks, but security there isn't ctu, that'd be headed/organized by other agencies).. the revalation that made ctu aware that something was still going on happened after the change in command.
But, yes, i'm not disagreeing with your statement - the change of command happened waaaaay too fast, regardless of threat over or not.

So with the stuff about Starbuck and President Who Wants to Be a Slumdog Millionaire out of the way, it looks like we have a similar pattern going from Terrorists to Bad Russians.
I have to say those secret service drivers are also really quick at delivering Logan, within about 15 minutes. I can understand Jack Bauer getting around quickly because of the fact that, "Jack Bauer is never caught in traffic. That is because other vehicles fear Jack Bauer and stay out of his way."
