Advice on Scaling Encounters on the Fly with Party Members of Different Levels

I have a strange predicament. I am the de facto organizer of my FLGS's Encounters program. More than half the regulars are tiring of playing levels 1-3, and the occassional Lair Assault isn't enough for them. If they break away from Encounters, we likely won't have a core group large enough to play. For several good reasons, the store owner doesn't want us to abandon Encounters for a higher level game.

After reading the Legends & Lore column about the same table using different rules sets, I got to thinking: can I run Encounters with different character levels. For example, can we have three 1st level characters and 2 5th level characters. As long as the levels are within reason (maybe within 3-4 levels of each other), perhaps I can create a system in which monsters' defenses, attack bonuses, and damage bonuses scale with the opponent they are facing.

For example, if Jeremy has a 5th level character, I have a note that the kobold dragonshield is +5 to hit him, does +5 damage, and has +2 to all defenses. (I haven't worked out the math yet, but that's the idea.)

Do you think something like this could work? Would it be too much hassle? Anyone tried something similar?
