Another Experiment: Human Rabble-Rouser

I used the DMG guidelines for base numbers, then tweaked them to what I felt were more appropriate values for the character I was trying to build. This is mostly a test to see if 4e supports what I consider to be 'interesting' NPCs. In 3e, this would probably have been an evil bard or something.

Mostly looking for feedback on if its balanced for level/role.

Rabble Rouser Level 5 Controller(Leader)

Medium humanoid XP 200

Initiative +3 Senses Perception +4

HP 60; Bloodied 30

AC 17; Fortitude 17, Reflex 17, Will 19

Speed 6

:bmelee: Melee (standard; at-will) * Weapon
Quarterstaff +10 vs. AC; 1d6 + 4 damage.

Stand and Fight! (immediate reaction; when a minion with line of sight is killed; recharge :6: )
The minion is not killed.

Stunning Proclamation (standard; encounter)
Close Burst 3; Attack +9 vs. Will; Target is stunned until attacked by an enemy (save ends). Target must understand Common.

Aura Of Leadership
Any allied Human Minion with line of sight to the Rabble Rouser gains +2 Will defense and +2 to attacks

Alignment Any Languages Common

Skills Diplomacy +11, Insight +9, Streetwise +11

Str 13 (+1) Dex 12 (+1) Wis 14 (+2)
Con 11 (+0) Int 10 (+0) Cha 15 (+2)

HP should be 59, unless you up Con to 12. You should really include the half level in the stat mods - I was going to say your skills looked funky til I realized.

Oh, and I like it a lot!

Apparently my spreadsheet has some bugs. :) I'll need to check it out. I will say it was easier to write than my 3x one...
