Eberron Player's Guide pg 47, Burning Weapons encounter power 1.

Hit: "damage". Until the end of your next turn, you and any ally within 2 squares of you deals extra fire damage..."

So, which is it?

a) Anyone within 2 when this power is used.
b) Anyone that makes an attack while within 2.
c) a and b

Also...

1) You get the extra fire damage on this attack as well.
2) You don't get the extra fire damage on this attack.

A. It's not a zone, so you check the effect at resolution of the Hit.

Also...

1) You get the extra fire damage on this attack as well.
2) You don't get the extra fire damage on this attack.

2. You resolve things in the order presented unless otherwise stated.
 


There are lot of class abilities that give other characters bonuses if they're within a certain distance and they do something, such as use an action point. Those aren't zones either.

Nope, those are instantaneous effects with a defined range centered on the character with the ability. Sure, some of those definitions are "all allies that can see and hear you" but the key point is the instantaneous nature of the effects.

Unless the ability says otherwise (Zone, Stance, special notes, etc.) all effects are resolved as soon as the ability is activated.
In the example ability, this would be as soon as you hit.
If you don't like it then talk your DM into house ruling it. Otherwise, learn to accept it.
