Blinded and Perception

A condition such as blinded or deafened imposes a -10 penalty to perception checks. Does this also mean your passive perception is reduced by 10?

Passive Checks
When you're not actively using a skill, you're assumed to be taking 10 for any opposed checks using that skill.

Taking 10 means pretending you rolled a 10 on the d20. From this, it can be inferred that you add your Perception modifier to the check, even though it's passive. If your Perception modifier has changed, your passive Perception changes the same amount.
