Bloodied while dying + Consecrated Ground

Didn't we determine that you ARE bloodied while you are dying? For the purposes of consecrated ground if I go below zero hitpoints am I still bloodied. At the beginning of my next turn I'm bloodied and will get the consecrated ground hit points?

Also, how does consecrated ground work on elevation differences? We had a consecrated ground that was next to a ledge. The ledge was 10 feet up from where the center of consecrated ground was. One ally was standing on the center, and another ally was in the adjacent square on the ledge, 10 feet higher than the first. Who should get the benefits of consecrated ground?

Yes, you are considered bloodied while unconscious, so yes you would get the beneifts of Consecrated Ground. The best source that I have seen is a tweet on Twiitter, I believe by WotC_Trevor, who stated that the tweet was the official answer. I don't have the link. Perhaps some kind soul could post it for you.

For the second part, the rules are essentially silent on the vertical portion of powers. Many DMs allow the height to equal the horizontal distance, thus creating a sphere, so to speak but ultimately its DM fiat. In this case, IF vertical was taken into account the Burst would only go up 10' since its a Close Burst 1. Therefore, anyone standing on a 10' ledge would be just outside the range. They would need to be standing on a 5' ledge to be in the zone.
