Can someone explain the SIEGE system?

My searches are turning up descriptions of how great it is and actual sieges.

I'm working on a lite (like, microlite) d20 variant and it sounded like the SIEGE engine was sort of kind of what I'm heading for. My game will have Stat Modifier + Level + 1d20 (+situational modifiers) as a core mechanic - is that basically what SIEGE is (i.e. your efficacy goes up with level across the board)?

How does it work?
