Candle of curses?

This candle gives the lighter a random curse every 10 minutes for a hour!
Not sure what spells to use or final cost though. Any help in this direction would be greatly appreciated.

Are these permanent curses or do they just last the hour or do they just last the ten minutes prior to the next curse?
