Chaos Bolt secondary target damage

One thing I've always been a little confused over in 4e is when to apply certain types of damage.

This for instance comes up with the secondary attacks from Chaos Bolt. It just says 1d6 psychic damage. Ok, so does that mean I apply the sorcerer bonus damage? What about implement bonuses? Iron Armbands of Power? Feat bonuses to psychic damage? Other feat bonuses to damage that apply in the situation like Merciless Killer?

Or none of the above?

it is a damage roll from a ranged arcane psychic attack, so you get everything you'd get on the first attack, except Charisma.

Damage roll being the key thing here, as most extra damage functions trigger off of that.

So the damage is 1d6 + implement bonus + sorcerer bonus + misc. bonuses (feat, power, item, untyped).
 



Hmm after looking over Chaos Bolt I think there is a case for not applying the charisma bonus to the 1d6 secondary damage. For the primary attack it specifically says 1d10 + charisma modifier psychic damage. For the secondary attack the charisma modifier part is missing. Why? I think it may be intentional.
 

No, charisma does not apply to the secondary hits. However the wild magic spell source bonus to damage (Dex) does apply.
