Charm person outside of combat

I was wondering if anyone has attempted to create powers for outside of combat (ala rituals), but more inline of what previous edition of Dnd used.

I thought i would give it ago, using Warlocks "Crown of Madness" as a pre-requisit.

Charm Person Warlock (Fey) Social 5
Your voice sounds reassuring and friendly.
(well something on thoughs lines)


Daily * Arcane, Charm, Psychic
Standard Action Range 5
Target: One creature of same level of lower
Social: Charisma vs Will
Effect: The target becomes your best friend and is willing to help you out
Duration: 1 hour + [1 hour] for every 5 points higher that initial Charisma vs Will. ie Charisma roll is 22 and Will is 12, duration would be 3 hours
Failure: Target becomes uncorperative maybe aggressive based on poor Charisma roll[no retry]


Something like that - probably needs more clarification on what your best friend would do for you.

Im sure it can be improved, im not sure if this would become one of the class powers, i would see it being available if your have the preq power, ie "Crown of Madness"

If you make it as a daily power than a player has to sacrifice his combat strength in order to take out-of-combat ability. That's a no-no in 4th edition. I think a better idea would be to make feat that grants noncombat use to a few similar combat powers.
 

I was thinking its would be an additonal power but usable once per day.
These powers wouldn't be part of your main combat daily powers.
I guess im leaning toward gameplay than balance outside of combat. I dont think it would make a warlock overpowered. It would be nice to provide similar social powers to all the classes to cover spells that were available in 3.5. Many may become rituals later on. Thanks for the comment.
