Constitution increase affects hit points retroactively???

I've read on the boards before that an increase (at 4th, 8th, 12th, etc...) in constitution score retroactively increases a players hit points. Is this true, and if so where would I reference that? Also, if this works for Con, does it also work for Wis, Cha, and Int in regards to bonus spells?

Help is greatly appreciated.

I don't have my PHB handy, but it's in there.

INT doesn't apply retroactively to skill points (that's explicitly mentioned) but it would for bonus spells.

don'T have the quote but yes.

The only non-retroactive stat-gain is intelligence and skill points.
