Couple of quick magic questions

1) Can you use a dispel magic or greater dispelling in a Ring of Counterspells? I don't see why not, and it seems one of the best ways to avoid having one's spell protections dispelled.

2) Assuming the above is possible, would the ring only be triggered if the spell in question was cast on the user as a targeted dispel, or would being within an area dispel also trigger it? I think the second would not trigger it, but am not sure.

3) For spell-storing items, like the ring or the vibrant purple ioun stone, do save DCs use the caster's DC or the base save DC for magic items (10 + spell level + ability bonus for minimum ability score needed to cast the spell)? I would think it's the latter.

Thanks.

From the SRD,

This ring might seem to be a ring of spell storing upon first examination. However, while it allows a single spell of 1st through 6th level to be cast into it, that spell cannot be cast out of it again. Instead, should that spell ever be cast upon the wearer, the spell is immediately countered, as a counterspell action, requiring no action (or even knowledge) on the wearer’s part. Once so used, the spell cast within the ring is gone. A new spell (or the same one as before) may be placed in it again.

The key phrase is "cast upon the wearer." To me this is a little broader than "targets the wearer." So, IMO, it would function against any spell that includes you in its area.

So in that case, the ring with counterspell either Dispel Magic or Greater Dispelling.

For spell-storing items use the base level and minimum caster ability score (and level). IDHMBIFOM, but I'm sure someone will be kind enough to point out the reference.
