Are there any powers of level 12 and lower that modify the critical range (i.e. crit on nat 19 & 20 instead of just nat 20)?
Divine Oracle's Prophecy of Doom (level 11): Critical on a successful hit.
Radiant Servant's Illuminating Attacks class feature (level 11): 19-20 with radiant keyword.
Paladin's Thunder Smite (level 7): 19-20 vs marked enemy.
Daggermaster's Dagger Precision class feature (level 11): 18-20 with daggers.
Warlord's Sunder Armor (level 7): cause target to suffer criticals on 18-20.
