Not a lot of details in this excerpt, other than the Monster chapter will include "Monster Themes," new templates (including all the classes from PHB2 and the FRPG), and updated guidelines for creating elites, solos, and minions. For some reason (maybe its the artwork), I love the sample template, the Beast of Demogorgon.

Monster templates are a waste of space for 4e monster design. Who uses them?

I somewhat agree, though I have used them in the past. IMO, they're a useful way to modify an existing monster/NPC without a lot of effort, especially if you're going for a common theme.

During early 4e, when I was converting Age of Worms, I used them quite a bit. Granted, it was before I embraced the "reskin another monster" and "steal powers from other monsters" mentality.

I gotta say, DMing 4e has brought me back to how I felt DMing 1e. Flexible, and with a nod to DM fiat.
