Does the 2nd level Paladin Utility power "Bless Weapon" affect attacks made through the weapon if it's being used as an implement (e.g. Bradaman's Weapon)?

Absolutely yes it works.
It only cares that the target is a weapon. The keywords of attacks you make with the target are irrelevant.
If it was only weapon attacks, it'd say so.

Are there any other weapons that can be used as Cleric/Paladin/Divine implements? I know Holy Avenger is one but that's too high level atm.

Crusader's Weapon's a fairly low level one, +3 I think.
Turns half your damage radiant as well, which gives it the keyword which can be beneficial.
