Does Water Walk or Cerulean Sandals (Incarnum) prevent you from going underwater?

If a PC has Cerulean Sandals shaped, she gains continuous water walk. Can she voluntarily go partially or wholly underwater? (Like diving right in or kneeling on the water and dunking her upper body through the surface.)

One of my only BoIncarnum House Rules allows a soulmelder to turn a Meld off for 1pt.

So if you had 2pts with only Mantle of Flame shaped...

0 essence) base effect... of 1d6 fire-shield (?? long time since I've so much as looked at BoI...)
1 essence) base effect +1 or Meld turned OFF
2 essence) base effect +2

It seemed dumb to us (my group at the time this came up) that Melds were ALWAYS on. Made melds such as Mantle of Flame rather hard to swallow (damn, another Inn burned to the ground...)

Huh, that is weird. I think that means technically she couldn't even take a bath.

Do you think this would be a reasonable instance to interpret leniently to the player's benefit?
