Dragon Breath

Does anyone else find the fact that dragons can use their breath attack indefinitely during a battle kind of annoying? Shouldn't a dragon's breath weapon inspire fear of the thing? I mean a 2d8 + 3 acid damage and 5 ongoing isnt going to do that at 11th level. The breath weapon oughta be something that can utterly crush the adventurers, something the dragon can pull out only once, rarely twice. The recharge of 5, 6 and the bloodied breath ability allowed me to use the breath 5 times in a single battle. And never did the total go above 15 for each attack. In fact I had a roll of a 6 and an 8. That's just embarassing at 11th level, come on. And it missed twice. But that's just slightly worse than normal rolling.

So basically I was wondering what everyone would suggest for making a beefier dragon breath, one that inspires fear. Perhaps you the breath of a dragon the next level up? In this case, 3d8. And adding in a +6 or 8 so the damage never turns out wimpy. So a +16 vs. Reflex in this case, 3d8 + 8 damage. Change the bloodied breath to read that you roll a d6 once, and if it's a 5 or 6 it recharges. Little less than half chance that the dragon can use its breath attack again; Two times at maximum. And of course remove the recharge from dragon breath.

Any input? Since it's more damage in a single round, it doesn't do as much, but does anyone think this is even remotely balanced?
