Drow Paragon cleric at first level?

if I'm making a drow paragon + cleric, can I give him the paragon levels from 1-3 and then add the cleric levels and get the benefit of the +1 cleric spellcasting?

The SRD says
"If the drow paragon is female and has no levels in cleric, or is male and has no levels in wizard, this class feature has no effect."

So if they get the cleric levels later, does that put the paragon class feature into gear? I'd houserule it that it does, but I'm wondering about the RAW

I'd say no. Take a level of cleric first.

Yes. It says that the feature has no effect, not that they don't receive that feature. It sits around having no effect until they take a level of cleric, then it has an effect.
