Effects - automatic or only on hit

Many powers have a listed Effect: is this automatic regardless of hit or miss? The question came up during last night's gaming session, and neither DM or players could find a conclusive answer.

Yes. Effects work regardless of hit or miss.
You should find the answer in the Players Handbook, too. (When they dissect power write-ups).
